OpenAI extends cyber access to Ukraine for civilian defense
OpenAI is providing the Government of Ukraine with access to its Daybreak program to bolster cyber defense for civilian infrastructure. This initiative, in collaboration with the Ministry of Digital Transformation, will equip Ukrainian teams with tools to identify software vulnerabilities and expedite the development and testing of fixes. This support comes as Ukraine faces persistent cyberattacks, with CERT-UA handling nearly 6,000 incidents in 2025, targeting critical sectors like hospitals, energy, and telecommunications. OpenAI models have also aided CERT Polska in discovering router software vulnerabilities.
Unlike previous general AI assistance, this marks the first time OpenAI has specifically extended its Daybreak program to a national government for cyber defense.
